I reworked a sheer black (but lined) petticoat into a fluffy dress with sheer black puffy sleeves. Stretchy knit bodice with elastic along the top. Elastic at the shoulder and cuffs of the puff sleeves. I added black ties at the back to help keep the sleeves in place.
